REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Ministry of Sanitation and Water Resources has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project will be implemented through four-interrelated Components, namely:

  1.  Climate Resilient Drainage and Flood Mitigating Activities;
  2.  Solid Waste Management Capacity Improvements;
  3.  Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
  4.  Project Management.

The objective of the consultancy assignment is to;

In order to achieve the overall objective, the assignment is expected, inter alia, based on existing technical designs, if any, and on financial and economic analysis, to provide;

  1. the main cost items for operation and maintenance costs (OPEX) applied over the entire implementation of the proposed development (including any phased approach), operation and after-use period of the Ayidan landfill;
  2. institutional and management arrangements including financing options/mechanisms that will have to be considered for sustaining effective operation and maintenance of the landfill including rehabilitation, repair and replacement of equipment, the incremental development of new operation-phases, if applicable, as well as after-care and after-use;
  3. scenarios of capital and O&M expenditure/investment requirements (for both fixed and recurrent expenditure) based on unit cost analysis over a phased time-horizon appropriate for the various institutional and management options discussed under b);
  4. advise on the imperatives for optimization of disposal capacity in the context of the city-wide demand for such services, and
  5. a sustainable financing plan based on the foregoing assessments to guide operations of the Ayidan landfill including the necessary policy, legislation, regulatory, and management measures to enhance implementation of the plan.

The Ministry of Sanitation and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1.  Introduction of firm including Legal Status.
  2.  General Experience, at least 10years in business.
  3.  Experience in developing institutional and management options, tariffing and fee-fixing for waste management services and treatment plants.
  4.  Experience in assignments involving the assessment of operations of an engineered landfill
  5.  Availability of appropriate expertise with required skill.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 set out in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and 4th Edition November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations., setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.  Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the Procurement Regulations.
