Invitation for Bids (IFB)

1. The Government of Ghana has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project (GARID) and intends to apply part of the proceeds toward payments under the contract for the Reconstruction of the Railway Bridge. For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Ministry of Works, Housing and Water Resources invites sealed bids from eligible contractors for the Reconstruction of the Railway Bridge. The project involves the demolition of the existing bridge, currently a single railway crossing over the Odaw River, and the construction of a new single-span tied-arch steel bridge with an elevated deck. The intervention aims to improve hydraulic characteristics, enhance railway efficiency, and ensure compliance with modern safety standards.

The existing structure to be demolished spans approximately 12.5 meters in length and 12.0 meters in width. The demolition process will involve controlled dismantling procedures in compliance with environmental regulations, minimizing disruption to the surrounding area and watercourse.

The newly designed bridge structure features a 57.6-meter single-span deck composed of S460 structural steel arch ribs with built-up box sections measuring 600 × 1200 mm and a constant thickness of 30 mm. The bridge deck comprises main girders, cross girders, and a reinforced concrete slab.

The bridge’s foundation will consist of reinforced concrete abutments made of C30/37 concrete, with dimensions of 5.85 meters in height, 16.8 meters in length, and 2.45 meters in thickness. Each abutment will be supported by 30 reinforced concrete piles, each with a diameter of 1.0 meter and a length of 20 meters, designed to ensure stability in varying soil conditions.

The project scope also includes the elevation and realignment of approach roads affected by the bridge replacement. The existing railway gradient will be adjusted to a maximum slope of 1.25%, conforming to Ghana Railway Development Authority (GRDA) standards. Ground stabilization will be performed through jet grouting to mitigate the risk of liquefaction and enhance load-bearing capacity. The grouting process will involve injecting high-pressure cementitious mixtures into the foundation soil to depths of 10 meters on the right abutment and 15 meters on the left abutment, providing additional resistance against seismic and settlement-induced deformations. The contract period for the execution of the entire project is twelve (12) months.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, 6th Edition, February 2025, and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from the Ministry of Works, Housing and Water Resources through Mr. Daniel Kusi (email: dkojokusi@gmail.com) and inspect the bidding document during office hours (09:00–16:00 GMT) at the address indicated in Address (2) below.

5. The bidding document in English may be purchased by interested eligible bidders upon submission of a written application to the address in Address (1) below and payment of a nonrefundable fee of GH¢2,000.00 (Two Thousand Ghana Cedis) or its equivalent in a freely convertible currency. Payment shall be made in cash. The document will be sent by courier at an additional cost of GH¢100.00.

6. Bids must be delivered to the address in Address (3) below on or before 10:00 HRS GMT on March 2, 2026. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of bidders’ designated representatives and any persons who choose to attend at the same address on March 2, 2026 at 10:00 HRS GMT.

7. All bids must be accompanied by a bid security of GH¢1,500,000.00 issued by a reputable bank.

8. All bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
