Consulting Services through Framework Agreement for selection of Individual Consultants to the Project Implementation Units of the GARID Project

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) 

The Individual Consultants’ Positions are:

  1. CONTRACTS MANAGER (GH-MZIC-328361-CS-INDV)
  2. QUANTITY SURVEYOR (GH-MZIC-328378-CS-INDV)
  3. DRAINAGE ENGINEER (GH-MZIC-328355-CS-INDV)

                                                                                                                                                               

The Ministry of Works and Housing (MWH) has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The project is being implemented through five interrelated Components, namely: 1.  Climate Resilient Drainage and Flood Mitigating Activities 2. Solid Waste Management Capacity Improvements; 3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; 4. Project Management; and 5. Contingent Emergency Response Component (CERC)-COVID-19 Emergency Preparedness and Response Project

Objectives of the Assignment

The overall objective of the assignment is to provide overall support to the Project PIU, PCU, PSU and the project as a whole in technical aspects, procurement and contract management, social and environmental safeguards, health and safety of project related activities and monitoring; and to assist MWH PIU, PSU and PCU in identifying major issues with project implementation, proposing solutions and in reporting on project progress to MWH and World Bank as required.

The consulting services (“the Services”) include the hiring of a consultant through a framework agreement to provide Technical Assistance (TA) from an individual consultant through Framework Agreement to support the core Ministry’s Project Implementation Unit (PIU), PCU and PSU staff.

The assignment is expected to start in March, 2023.

The duration of the assignment is 12 months. The level of effort is 6 staff-months.

The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. Contract Manager (GH-MZIC-328361-CS-INDV)
  • The Contracts Manager shall have the following qualifications and experience:
  • A Bachelor’s Degree in Civil engineering, Building Technology or related discipline
  • Master’s Degree in Procurement, Construction Management, Project Management, Business Administration or related discipline
  • Must be a member of a duly recognized professional body

General Professional Experience

  • At least 10 (ten) years professional working experience
  • At least 5 (five) years’ experience in procurement and contract management of infrastructure related projects.
  • Proven international experience (experience working on assignments outside country of origin, preferably in developing countries)
  • At least 8 years of field working experience in varied urban infrastructure projects

Specific Professional Experience

  • Participation in at least three (3) projects involving procurement and contract management including at least one donor supported project (preferably the World Bank, EU or AfDB) in the past 10 (ten) years
  • Experience working in West Africa with at least one (1) assignment/project completed in Ghana
  • Previous experience in working on a project(s) in slum communities;
  • Knowledge of international Forms of Contract is essential and familiarity with managing contracts in Ghana would be an advantage.

Language skills

  • Excellent written and spoken English, as well as excellent communication and presentation skills.

2. Drainage Engineer (GH-MZIC-328355-CS-INDV)

The Drainage Engineer shall have the following qualifications and experience:

Qualification

  • A Bachelor’s Degree in Civil Engineering or other related discipline
  • Master’s Degree in Civil Engineering, Water Resources Engineering, Hydraulic Engineering or related discipline
  • Must be a member of a duly recognized professional body

General professional experience

  • At least 15 (fifteen) years professional working experience
  • At least 10 (ten) years’ experience in the design and construction supervision of urban stormwater drainage infrastructure projects.

Specific Professional Experience

  • Participation in at least three (3) projects in urban drainage or flood risk management projects in the past 10 (ten) years.
  • Experience in project implementation and supervision for at least three (3) donor funded urban infrastructure projects (preferably the World Bank, EU or AfDB) in the past 10 years
  • Proficiency and knowledge of software in the field of geographic information systems (GIS), image editors (CAD); and hydraulic/hydrologic modelling;
  • Working experience in the use of Conditions of Contracts for Construction under the International Federation of Consulting Engineers (FIDIC).

Language skills

  • Excellent written and spoken English, as well as excellent communication and presentation skills.

3. Quantity Surveyor (GH-MZIC-328378-CS-INDV)

The Quantity Surveyor shall have the following qualifications and experience:

Qualification

  • A first degree in Building/Costing/Quantity Engineering or quantity surveying or Building economics.
  • A Master’s degree in Building/Costing/Quantity Engineering or quantity surveying or Building economics.
  • A qualified member of a Professional Body

General Professional Experience

  • Experience in the preparation of Bills of Quantities for building and drainage structures and general civil works in at least 10 (ten) years.
  • Experience in project implementation and supervision for at least 5 years in professional practice.

Specific Professional Experience

  • Field working experience in quantity measurement and contract closure for sewerage/drainage/water supply, solid waste, roads etc in at least 10 years of professional practice.
  • Participation in at least two (2) assignments involving construction management of large multilateral funded projects (preferably the World Bank, EU or AfDB) in the past 10 years.
  • Site supervision experience of at least three (3) urban infrastructure projects including experience in community contracting.
  • Knowledge of Ghana quantity surveying practices.
  • Working experience in the use of Conditions of Contracts for Construction under the International Federation of Consulting Engineers (FIDIC).

Language skills

  • Excellent written and spoken English as well as excellent communication and presentation skills.

Facilities to be Provided by the Client

The Project Implementing Units and the Project Coordinating Unit will provide one set of relevant reports, drawings, maps and contract documents in its custody that are related to specific task assigned and all relevant available information to the Consultant.

Reporting and remuneration

The Consultant will report to the Project Coordinator, GARID Project Coordinating Unit. Remuneration will be on a Time-based contract.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment:  as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.
