REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Selection of a Technical Advisor to Ministry of Works and Housing for GARID Component 1

The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

  1. 1. The Project will be implemented through five-interrelated Components, namely:

2. Climate Resilient Drainage and Flood Mitigating Activities;

  1. 3. Solid Waste Management Capacity Improvements;
  2. 4. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; and
  3. Project Management.
  4. 5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.

Objective of the Assignment

The objective of this assignment is to provide technical assistance for management and execution of all project activities relating to Component 1 through the Ministry of Works and Housing Project Implementation Unit and the Hydrological Services Department.

  1. The consulting services (“the Services”) covers technical assistance to the Ministry of Works and Housing on Component 1 of the GARID Project by a National individual consultant.

The assignment is expected to start in September, 2021.

The duration of the assignment is two (2) years.  The level of effort is 24 staff-months.

The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultant’s Qualification and Experience

The Technical Advisor shall have the following qualifications and experience:

  1. a. A degree in Civil Engineering or a related discipline;
  2. b. Post-graduate qualifications in project management or leadership
  3. c. A degree in law, or governance or institutional development or business or public administration.
  4. d. A minimum of 10 years of practical experience in the design and supervision of flood risk management or flood alleviation projects.
  5. e. A minimum of 5 years of practical experience in leading multi-disciplinary teams for the design and implementation of urban drainage infrastructure projects.
  6. f. Excellent technical writing and presentation skills.
  7. g. Demonstrable experience of contract management.
  8. h. International experience is required.
  9. i. Demonstrated familiarity with drainage management practice and related institutional reforms in Ghana.
  10. j. Membership of a professional engineering body.

Facilities to be Provided by the Client

The Ministry of Works and Housing will provide office space, administrative support and all relevant information to the Consultant.

Reporting and remuneration

The Technical Advisor and PIU Lead will report directly to the Chief Director of the Ministry of Works and Housing.  Remuneration will be on a Time based contract.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.  Any false declaration will result in disqualification.
