(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Selection of a Procurement Officer for GARID Project

The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

 

The Project will be implemented through five-interrelated Components, namely:

 

  1. Climate Resilient Drainage and Flood Mitigating Activities;
  2. Solid Waste Management Capacity Improvements;
  3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; and
  4. Project Management.
  5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.

 

Objective of the Assignment

The objective of this assignment is to support the procurement team for effective implementation of the procurement activities of the project by assisting the Project Coordination Unit (PCU), the Project Implementation Units (PIUs) of the three implementing Ministries.

 

The consulting services (“the Services”) covers technical assistance to the Ministry of Works and Housing by an individual consultant.

 

The assignment is expected to start in July, 2021.

The duration of the assignment is 24 months initially, renewable based on performance.  The level of effort is 24 staff-months.

 

The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

Consultant’s qualification and Experience

The Procurement Officer Consultant shall have the following qualifications and experience:

 

    1. A First Degree in relevant discipline, e.g. Procurement, Project Management, Business Administration, Engineering etc.
    2. A minimum of 5 years’ experience in Procurement, and Contract Administration in the public sector.
    3. At least 3 years’ experience with donor-funded projects
    4. Must have good knowledge of procurement policies and procedures of the World Bank and Public Procurement Authority.
    5. Experience in Works large contracts procurement.
    6. Experience in procurement for goods, consulting services and Non-consulting Services associated with the implementation of projects financed by the World Bank on other donor-funded projects.
    7. Must have demonstrated procurement experience in previous positions (as procurement staff)
    8. Must be computer literate.
    9. Experience in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP).
    10. Practical experience in Works procurement.
    11. Good knowledge of Microsoft Office applications, particularly Word and Excel.
    12. Proficiency in English language both reading and writing

 

Facilities to be Provided by the Client

The Ministry of Works and Housing will provide office space, administrative support and all relevant information to the Consultant.

 

Reporting and remuneration

Procurement Officer will be a full-time position with the Project Coordinating Unit. The remuneration will be paid on a monthly basis.

 

The Procurement Officer, under the guidance of the Project Coordinator, will report day to day to the Procurement Specialist.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.  Any false declaration will result in disqualification.
