REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Consultancy for Community Liaison- Akweteyman

The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project is being implemented through five-interrelated Components, namely:

  1. Climate Resilient Drainage and Flood Mitigating Activities;
  2. Solid Waste Management Capacity Improvements;
  3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; and
  4. Project Management.
  5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.

Objectives of the Assignment

The objective of the assignment is to enable effective community participation, input and feedback, and to engender ownership and sustainability of the interventions in the long term.

The absence of these elements in the implementation of community upgrading initiatives afflicts most projects such that communities have felt disconnected from the interventions, and have experienced a mismatch between their felt (and expressed) needs, on the one hand, and the interventions prescribed by implementing agencies. This, inevitably, leads to wanton abuse of the installed or improved facilities and services following the completion of the works.

The consulting services (“the Services”) requires a community liaison to support the mobilization and engagement of the communities affected by floods participating in the various interventions to mitigate the flood impacts and improving standards of sanitation and access to basic infrastructure. The Consultant shall support the work of other Consultants recruited for (i) profiling, mapping and enumeration of affected communities in the Odaw drainage basin, (ii) design, engineering and construction of drainage and sanitation interventions, (iii) land and housing study, as the case may be.

The assignment is expected to start in July, 2024.

The duration of the assignment is 24-man months.

The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultant’s qualification and Experience

The Community Liaison Officer shall have the following qualifications and experience:

Qualification

At least a Diploma in social work, community engagement, environmental health or similar with the following relevant expertise:

General Experience

  • Experience in facilitating community/public participation, stakeholder engagement and participation, participatory planning including gender and vulnerability analysis, and implementation of social interventions.
  • Experience in community mobilisation, sensitisation and behaviour change communication.
  • Experience in coordination of stakeholder meetings including youth groups, market/traders’ associations etc.
  • Experience in training in facilities maintenance and management support.
  • Experience in Community mediation, negotiation and resolution processes.
  • Working exposure to Environmental Health and Community Development Officers in the MMAs.

Specific Experience

  • Proven experience or track record of working with informal and vulnerable communities and small local businesses (slum dwellers preferably) on projects that involved undertaking public/community and stakeholder engagement activities.
  • Proven track records of involving the preparation and implementation of stakeholder engagement plans/activities or community participation in the delivery of municipal/public infrastructure services;
  • Proven experience working with Metropolitan/Municipal and District Assemblies

 

Language Skills

  • Excellent written and spoken English as well as excellent communication and presentation skills.
  • Basic understanding of at least one Ghanaian local language in the project community as well as awareness of traditions and customary practices

 

Facilities to be Provided by the Client

The consultant will be provided with a location map indicating the project area. Other materials to be provided are as follows:

  • Environmental and Social Impact Assessment report on Akweteyman Upgrading
  • Resettlement Action Plan report on Akweteyman Upgrading
  • Community Upgrading Plan for Akweteyman
  • Detailed engineering designs and report for Akweteyman Upgrading

 

Reporting and remuneration

The Community Liaison Officer will report to the Project Coordinator, GARID Project Coordinating Unit.  Remuneration will be on a Time-based contract.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition, September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.  Any false declaration will result in disqualification.
