REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION)
Selection of Ten (10) Support Staff for the Implementation of Resettlement Action Plan for the GARID PCU

The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.
The Project is being implemented through five-interrelated Components, namely:
- Climate Resilient Drainage and Flood Mitigating Activities;
- Solid Waste Management Capacity Improvements;
- Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; and
- Project Management.
- Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.
Objectives of the Assignment
The objective of this assignment is to recruit 10 staff members to assist the Safeguard Specialist in implementing Resettlement Action Plans (RAPs) to facilitate the commencement of physical construction activities. The recruits will be stationed across various construction sites in Accra.
The consulting services (“the Services”) requires Support Staff to support General Stakeholders’ Meeting, Formation and training of Resettlement Implementation Committee (RIC) and Local Grievance Committees (LGC), RIC Engagement with PAPs, Verification, Marking of Structures and Documentation, Capture of supplementary structures, Recording and resolution of grievances, Compensation processing, Offer and acceptance, Preparation of payrolls, Payment of compensations (Electronic and cash), Provision of contractor access to sites (Working with the Municipal Assemblies), Capture, processing and payment of supplementary structures during construction, and any other RAP activities as the case may be.
The assignment is expected to start in October, 2024.

The duration of the assignment is 12-calendar months.
The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultant’s qualification and Experience
The support staff shall have the following qualifications and experience:
Qualification
- At least a bachelor’s degree in Social Sciences, Development Studies, Business Administration and or a related field with the following relevant expertise:
General Experience
- Knowledge and or experience of working in informal communities
- Demonstrable skills in stakeholder engagement and community consultation
- Knowledge of computer software applications, including Microsoft Word and Excel.
Specific Experience
- Two years ‘experience in conducting meaningful consultations with affected individuals and communities.
- Familiarity with data collection tools like GIS mapping for resettlement planning
- Managing grievances and disputes related to land acquisition, compensation, and relocation over a two-year period.
- Ability to prepare comprehensive reports on resettlement progress and challenges.
Language Skills
- Excellent written and spoken English as well as excellent communication and presentation skills.
- Basic understanding of at least one Ghanaian local language in the project community as well as awareness of traditions and customary practices
Facilities to be Provided by the Client
The consultant will be provided with a location map indicating the project area. Other materials to be provided are as follows:
- Laptops for data processing
- Office accommodation
- Administration Support and;
- All relevant information needed
Reporting and remuneration
The RAP Support Staff, under the guidance of the Project Coordinator, will work closely with and provide day-to-day reports to the Social Safeguard Specialist. Remuneration will be on a Time-based contract.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition, September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.
